There are two choices.

B - The tagger is brilliantly clever and I don't understand his symbolism.

It's a statement of how occupy cannot occur without including the individual - represented by the letter i. Brilliantly clever. Surely.

I'd say we have to go with A. I'm having a hard time coming up with a scenario where "occupy" spelled that way makes any sense (or statement). He can't even blame it on a typo.
